Learner drivers will be allowed to take motorway driving lessons with an approved driving instructor in a car with dual controls from 2018.

Allowing learner drivers to have lessons on motorways will help to make sure more drivers know how to use motorways safely.

At the moment, you can only have driving lessons on motorways after you’ve passed your driving test. Some newly-qualified drivers take lessons through the voluntary Pass Plus scheme.

How the change will work

The change will apply to England, Scotland and Wales. Learner drivers will need to be

Accompanied by an approved Driving Instructor

Driving a vehicle fitted with dual controls

Any motorways lessons will be voluntary. It will be up to the driving instructor to decide when the learner driver is competent enough to have a motorway lesson.Trainee driving instructors won’t be allowed to take learner drivers on the motorway.

Motorway driving will not be included in the driving test changes coming into force on 4 December 2017.

The change will only apply to learner drivers of cars – learner motorcyclists won’t be allowed to have motorway lessons.

When the change will happen

The exact date in 2018 will be confirmed nearer the time.

The change will be well-publicised so driving instructors and learner drivers are prepared for the change, and other road users know what to expect. The Highway Code rules on motorways will also be updated.

Driving instructor vehicles and training

Driving instructors will be allowed to decide whether or not to keep their driving school roof-top box on during motorway lessons, based on the manufacturer’s instructions.

However, the car will still need to display L plates on the front and rear if the rooftop box is removed.

As we move into summer, it’s worth talking about some of the road users that begin to appear when the weather improves. Motorcyclists are one of the most vulnerable groups to injury or fatality when involved in collisions.

When a crash happens involving a motorcycle and other vehicle, who is typically found at fault?

It’s most often the fault of the OTHER DRIVER…. SURPRISED?

In fact when it’s not a single vehicle incident involving the motorcycle, it’s usually the other driver who has made a mistake that resulted in the accident.

What is the most common place and type of collision involving a motorcycle and other vehicle?

There are certainly many places where vehicles can collide; but the most common place for another vehicle and a motorcycle to collide is at an intersection when the other driver is turning left or right and turns in front of the motorcyclist.

Why does this happen? (a driver turning in front of an oncoming motorcycle)

There are 2 primary reasons that this can happen:

  • The driver of the other vehicle simply did not see the motorcycle. Motorcycles are smaller and more difficult to see and many drivers don’t think to actually watch for them.
  • Speed: The driver of the other vehicle DOES see the motorcycle but thinks he has time to turn because he misjudges the approach speed

Tailgating Tips:

Motorbikes are vulnerable road users; they do not have the protection that a car or Lorry has. Almost, always result in injury.

If you expect to see motorbikes, you are more likely to detect them. Often we can filter out the things we don’t expect and just not see them Always look for motorbikes especially at intersections

Motorbikes are much more lighter than other vehicles and can stop in much shorter distances. This means that when you are following a motorbike, you should leave more distance. If the rider has to make an emergency stop, the bike will stop in  a much shorter distance than your vehicle.

When you see a motorcycle approaching, realize that it’s easy to misjudge the speed because the size of the cycle and the fact that its coming towards you makes it difficult to estimate speed.

  • Keep Your Eyes Up – It’s tempting to look down and over the bonnet of the car at the centre line or the tail lights in front of you, but this can cause several problems. When your eyes are looking downward over the bonnet, steering can become choppy and require many more adjustments, and frequently you will either cut corners or run wide. It’s much more effective to keep your eyes up and this practise prepares you for the next technique.
  • Eye Lead Time – Look 12 to 15 seconds ahead of where your vehicle is at any given time. As your speed increases, so will the distance you look ahead if you always look for this time interval.
  • Move Your Eyes – This takes practice and intent. Look right, left, ahead and into the mirrors and as you look, identify potential problems so that you can decide what you will do about them. Moving your eyes is particularly important to see things to the side because your peripheral vision becomes increasingly ineffective as your speed increases.
  • See the Big Picture – By moving your eyes, you get a ‘big picture’ perspective of the traffic environment and your place in it. Pilots call this ‘situational awareness’ and it helps you to make good decisions about speed and movement such as lane changes, well in advance.
  • Eye Contact – The only way to know if another driver sees you is to make eye contact with them. If they are looking at you and you see them making eye contact with you, you can be fairly sure (but not guaranteed) that they see you. If another driver is moving into your space and you want to establish eye contact, a light tap on the horn will attract their attention.

Practical Challenge:

For the next week, make a point of watching for motorcycles and develop a habit of identifying them as soon as you can. Be especially careful at junctions/intersections.

I was lucky enough to discover Mike and the Driving Skool when my wife and I moved to Chislehurst. Mike was incredibly welcoming, personal and honest, helping me to set out a realistic schedule to match my work commitments and upcoming family arrival.

He was upfront about his (very reasonable) costs and the requirements for booking both my theory and practical test, recommending West Wickham as the test centre. I’d planned to take an intensive course but, at Mike’s suggestion, ended up with a combination of weekly lessons followed by a semi-intensive week just before my test. This worked out perfectly and I was happy to pass my test on the first attempt.

During our drives, Mike was great, putting me at ease, offering support (and assertion) when needed, and all whilst being totally aware of our surroundings and in absolute control of the vehicle. He might appear laid back and relaxed but, from experience, he has outstanding reflexes!

Over the course Mike provided a number of training materials to help with the theory of driving, especially for some of the manoeuvres, and the Driving Skool have also put together a number of videos on Youtube.

About the car: I drove in Mike’s Mini diesel, it was very comfortable on the inside with leather seats and A/C for the warmer days. On the road it was smooth to drive and had enough driver assist features to help a new driver without relying on them, though it was still quite a shock taking our basic 0.8l petrol out afterwards.

At no point did I ever feel like a ‘job’, and as my confidence grew it was a pleasure talking to Mike about Chislehurst and the many community events and initiatives he gets involved with.

Overall I had a great learning experience and I’d highly recommend Mike and the Driving Skool.

Just passed my test at Sidcup test centre first time thanks to the help of Julie.I done a 2 week intensive course of around 4 hours a day with Julie. She is a fantastic instructor and has the patience of a saint. I had never driven before and she really explains everything in great detail to really get you understanding the car and the roads. Mike’s a 5* guy alright – enthusiastic, professional and really helpful – he and his team of excellent instructors have helped loads of my pupils (intensive courses) and I can only say he runs a brilliant outfit there. This industry (regrettably) contains some disreputable schools, but anyone booking with Mike’s school is on to a winner. They know they will find professionalism, fair play, a great service and friendly instructors who don’t waste time in getting you ready and fully prepared for your driving test. Well. It’s almost two years since Charlie passed his test first time with Mike Jack as his instructor. He enjoyed his lessons, Mike was always patient, amusing and obviously good at teaching! Mike accommodated us, starting and finishing lessons at home so Charlie could use his own car and Mike tailored the length of lesson accordingly. Brilliant service all round!

In December 2015 Tom passed his test with only one minor error, praise goes again to the driving skool and Julie his instructor. Tom got off to a bad start with another instructor from another company, who was pompous and undermined Tom’s confidence. Julie set him straight the lessons were fun and he hasn’t looked back since…..(well hopefully he has, the blind spot and mirrors of course). Two months on and an extra 4000 miles on the clock, with a 70 mile trip to Bognor the afternoon after of his test, I think that is confidence for you!

I passed in 2012 but it never occurred to me to write a review for the Driving Skool. I must say that Mike was a fantastic instructor! Always very calm and patient and thoroughly explained everything – whether that was to do with rules of the road, what to expect in the actual test etc. Can’t imagine another company I would have learnt with. Plus learning in a Mini is pretty cool if you get the option. When I get old I’ll be going back to them for refresher lessons! 100% recommend.

I can’t rate the driving skool.com highly enough! The great service started from the 1st phone call when I was enquiring about driving lessons to when I passed my driving test 1st time. Mike even helped me with my theory which I also passed 1st time. Mike made my lessons fun and interesting and we always had a laugh!! Loved driving the Mini as well! Highly recommend these guys!!

Mike has the ability to coach and develop his students in a fun learning environment. In a recent survey it has been revealed that 52% of children prefer to be driven by Dad rather than Mum, despite Dad’s taking more risks.

The study by Ingenie, a young driver insurance brand, shows the incredible amount of parents’ driving behaviour that their kids are absorbing from a very young age. The kind of in-car bad habits that the study focused on revealed that a quarter of dads regularly portrayed unsafe driving.

26% of dads showed a habit of accelerating too quickly and 22% speeding when driving, compared with a considerably lower percentage of mums (11% and 22% respectively). Despite this over half (52%) of children preferred being driven by Dad than Mum (39%).

The research consisted of children aged between 10 and 16 years old, as they declared that they frequently witnessed their parents committing similar transgressions with dad proving to be the biggest culprit. Almost half (43%) of dads get angry behind the wheel, which proved to be a huge difference to a fifth (18%) of the mums that adopted the same trait.

Children also revealed that 57% of Dads shout at others whilst driving compared to 44% of Mums, and Dad is 13% more likely to swear in the car than Mum.

With this in mind, it’s surprising to see that over a third (34%) of children would rather have their dad teach them to drive than their mum (25%). These findings could reflect on the children not seeing these bad driving habits is a serious matter and misunderstand that they are actions that are not accepted.

Richard King, Ingenie CEO, said: “The results that we are teaching children bad driving habits long before they start lessons and subsequently pass their test. Parents need to understand the importance of setting a good example behind the wheel and be aware of the amount of information that children absorb. How we drive as parents ultimately influences how safely our children will drive in the future.”

A mobile phone app could stop young drivers from checking their smartphones while at the wheel.

Romex has developed an app which uses the phone’s GPS system to determine whether a car is travelling at 4mph or more.

If it believes the car is in use, the device is locked – disabling calls, texts, emails and social media.

Romex already provides the service to companies that want to track their fleet, but is now eyeing the consumer market, according to Auto Express.

It will be specifically targeted at younger drivers and could launch later this month.

Sales director Steve Arscott told the website: “It’s called Distraction Prevention. We’re approaching younger drivers because they’re the ones most likely to be glued to their phones.”

The paid-for service will work in conjunction with an app called Guardian, which sends location information on young drivers to their parents.

Guardian also shows whether a driver has been speeding. Mr Arscott said: “We’re looking for insurance partners at the moment.

“One good incentive for a young driver to have it on their phone is they would get a rebate on their insurance policy.”

Department for Transport proposals would allow driving instructors to supervise novice drivers on motorways

Learner drivers could be allowed on motorways for the first time, under government proposals aimed at increasing road safety.

The Department for Transport is considering the move as a way to make sure learners are properly prepared for everyday driving before they pass their tests. Under the plans, they would be allowed to gain experience on motorways under the supervision of an approved driving instructor.

At the moment, learner drivers are not allowed to go on motorways but can do so without having had any practical experience after passing their test.

The possibility of learners on motorways will be explored under a £2m project examining driver education. It will look at whether the current regime gives the best training for learner and novice drivers. Compulsory basic training for learner motorcyclists will also be reviewed.

As part of a package of reforms known as the road safety plan, transport ministers are also planning a £50m grant for better cycling training in schools, and looking at forcing lorries to keep their sideguards to better protect cyclists.

There will also be increased punishments for drivers who use hand-held mobile devices while driving, with an increase from three penalty points to four and the fine rising from £100 to £150. In 2014, mobile phone usage was a contributing factor in 21 fatal road accidents and 84 serious accidents. The penalty for using a mobile while driving larger vehicles such as HGVs will go up from three to six points.

Patrick McLoughlin, the transport secretary, said he was putting forward “common sense proposals that balance tougher penalties for dangerous drivers with practical steps to help youngsters and other more vulnerable groups stay safe on our roads”.

The move to let learner drivers have supervised practice on motorways was welcomed by Steve Gooding, director of the RAC Foundation. “One in five young drivers has an accident within six months of passing their test so putting the learning process under the spotlight has to be a good thing,” he said.

“Mile for mile, motorways are our safest roads but can be intimidating places for novice drivers. Exploring ways of letting learners have controlled access to them is welcome. The important thing is the official seal of approval provided by the approved driving instructor who will accompany them down the slip road. This is definitely not the time to have mum or dad in the passenger seat.”

The government is currently considering a number of reforms to driving tests in order to improve the UK’s road safety record. It is already thinking about giving those who pass their driving test first time a refund of part of the cost. The plan is intended to raise the low first-time pass rate, which stands at just 21%.

At one point, the government was also considering banning newly qualified drivers from carrying non-family members under proposals to cut the number of road accidents involving teenagers.

Young Drivers are more likely to use their mobile phones while driving than older motorists, a survey suggests.

The poll for driving safety charity Brake found 49% of 17-24 year olds had been in work calls while on the road, compared with 17% for all age groups.

About 35% of young people said they had spoken to family, and 21% with friends – compared with 23% and 15% overall.

Brake asked about hand-held and hands-free calls. They are both a distraction “risking devastating crashes”, it said.

“It is a sobering thought that a significant number of these life-threatening distractions come from drivers’ own friends and family,” said Julie Townsend from the charity.

The survey questioned 1,000 drivers from across the UK on whether they had spoken on the phone while driving, hand-held or hands-free, in the last 12 months. If so, they were asked who they were talking to.

Using a hand-held phone while driving was made illegal in 2003. Using a hands-free kit is allowed but a driver can still be stopped if police believe they are being distracted.

Brake says that making calls hands-free is still a cause of distraction and are campaigning for it be banned.

The charity is advising drivers to put their phones on silent while driving, with their phone away from them. The safest way to make a call is to stop, they say.

According to an observational study by the Department for Transport last October, motorists who use phones are more likely to be texting or using social media than making calls.

Brake has also warned about the dangers of being tired while driving, saying that it is wise to break for at least 15 minutes every two hours.

When asked how often they driven for more than two hours without a break in the last 12 months, 8% said weekly or more, 16% once a month and 29% once a year.

Grant Ferguson has become one of the first people to pass a new-style UK driving test, that includes following directions on a sat-nav.

The revised test has been on trial in 20 locations across the UK since April.

Mr Ferguson, who’s 17, took his test at the Bishopbriggs driving centre in East Dunbartonshire, Scotland.

Among other more standard manoeuvres, he had to follow a route on a sat-nav for 20 minutes.

The changes are designed to “better reflect real driving”, explained a spokesman for the DVSA (Driver and Vehicle Standards Agency).

“Any future changes to the test would be subject to full public consultation,” he added.

Other changes being tested include:

  • replacing reversing round a corner with reversing out of a parking space
  • pulling up on the right before rejoining the flow of traffic
  • requiring candidates to show how they would operate the rear-heated screen or other vehicle safety features while driving

The DVSA hopes to complete 1,000 of the new tests, which will continue until early 2016.

So far, around 20 people have taken the new test.

Driving instructor Drew Nicol, who taught Mr Ferguson, thinks the update is a good idea.

“Lots of people have criticised the idea of using sat-navs but people are going to use them when they drive so it makes sense that we teach them to use them properly,” he told the BBC.

“I teach learners to listen to it rather than look at it or glance at it only when it is safe to do so.”

Driving and Drugs

THOUSANDS of drivers who take prescription medication to control pain and seizures or to manage anxiety could fall foul of the new drug-driving law, legal experts have warned.

It may come as no surprise that under new regulations which came into force last month drivers face prosecution if they have taken illegal drugs such as cannabis and cocaine.

But the new rules also include eight common legally prescribed drugs such as oxazepam and diazepam which are used to relieve anxiety and temazepam which is prescribed for insomnia.

To defend themselves against possible prosecution drivers need to ensure that they have evidence that they are taking prescription drugs legally, advises Just Motor Law specialist Matt Reynolds.

“This law potentially poses a huge issue to those driving while taking properly prescribed medication,” he warns.

“Everybody metabolises and excretes drugs at a different rate, meaning some people may be more likely to have residual levels of drugs in their system than others, despite taking the same dose.

“However the good news is that those who face prosecution because of the levels of prescription drugs in their system may be able to raise a medical defence if they are taking the medicine in accordance with the advice of their doctor and the patient information leaflets provided by the manufacturer.

“I recommend patients visit their doctor in order to obtain a letter confirming their legitimate use of the drug they have been prescribed and to carefully read the advice leaflets that accompany their medication.

“It is in no way a guarantee that they will avoid prosecution but it’s a practical and beneficial first step to a medical defence.”

Although only recently introduced, the new law is already stirring up controversy.

Greater Manchester Police announced it would delay implementing the new rules until it had examined the legal implications of the changes.

But Daily Express GP Dr Rosemary Leonard says: “If you are taking your medication according to your doctor’s advice you are unlikely to run into any trouble.

“However if you are stopped because your driving is giving cause for concern and you are found to have prescription drugs affecting your driving, then you could be prosecuted.”

The penalties for drug-driving are on a par with those for drink-driving.

Those who are found guilty will face a minimum 12-month driving ban, a criminal record and a fine of up to £5,000 or up to six months in prison.
